It was standing room only as hundreds gathered in Congress Heights to celebrate the start of construction on the first large-scale retail development to come to Ward 8 in many years.
The Shops at Park Village is a new commercial development that will bring a 65,000 sq.ft. full-service Giant grocery store, a sit-down restaurant, retail and office space to residents of Ward 8. There is currently no grocery store or sit-down restaurant in the entire Ward.
The sense of anticipation and excitement among residents was evident. Speaking from the podium, longtime resident Gloria Whitfield summed it up when she said “We’ve been waiting a long time for this!”
LISC played a key role by providing $18.6M of the $21M total development costs through New Markets Tax Credits, a tool that brings private investment to commercial developments in lower income communities. LISC also provided grant funds in support of the development, made possible through our partnership with State Farm.
The Shops at Park Village are being developed by LISC partner East of the River CDC and William C. Smith. It is located on the former Camp Simms Military Installation site at the intersection of Alabama Ave and 15th Street SE. Construction is underway.
